Thank you for your interest in the Critical Incident Protocol (CIP)-Community Facilitation Program conducted by the School of Criminal Justice at Michigan State University. This program is grant funded by the Training and Education Division, Federal Emergency Management Agency, U.S. Department of Homeland Security.
The purpose of the program is to bring together the public sector (police, fire, emergency services, and other agencies) and the private sector (businesses and non-profit organizations) within a community to enhance or initiate joint assessment of risks, determine mutual threats and vulnerabilities, identify and develop community resources, and strengthened emergency planning. This program is offered at no cost to participating communities.
From public sector agencies, participants typically include decision-makers and operational managers from police, fire, emergency management, EMS, public works, public health, and/or elected officials. From the private sector, participants include executives and top management from operations, safety, security, human resources, fleet management, facilities, and health.
MSU facilitators with extensive experience in public-private sector partnerships and emergency planning will work with your community to help strengthen the “partnership” using an all-hazards approach, including weapons of mass destruction. After an initial all-day workshop, which is followed by joint public/private sector risk, resource, and emergency planning, will later on include a follow-up meeting(s), and culminate with a tabletop exercise designed to the community demographics.
During the program agencies, non-profits, and businesses will gain knowledge of the resources and needs of each sector and what joint issues occur when faced with critical incidents, large or small.
