CIP Update

This newsletter is for public agencies, businesses, non-governmental organizations, and other stakeholders involved or interested in public-private partnerships for joint emergency preparedness, mitigation, response, and recovery.

 

Michigan State University (MSU) produces the newsletter through the Critical Incident Protocol (CIP)-Community Facilitation Program under a grant awarded by the Training & Exercise Integration/Training Operations, Federal Emergency Management Agency, U.S. Department of Homeland Security. This newsletter provides ideas, suggestions, best practices, and lessons learned to establish critical incident protocols using public-private partnerships.

 
Michigan State University through the CIP Program will “enhance cities, counties, and region’s capabilities to prepare for, respond to, and recover from man-made and natural disasters through public and private sector collaboration, communication, and cooperation.”  MSU facilitates public-private partnerships and the CIP Program is free of charge to participating communities.

The CIP Program has been initiated in 42 communities in 23 states with over 3,400 participants establishing community public-private partnerships for joint management of critical incidents. Welcome Columbia, South Carolina to the CIP Program

Columbia, South Carolina has recently joined the CIP Program as our 42nd community.  The capital of South Carolina is home to one of the largest populations in the state.  The City of Columbia partnered with the University of South Carolina (USC) to lead their public/private partnership.  The city and USC has been working diligently with businesses, non-profit organizations and residents on collaborating for crisis management through various programs and initiatives.

 

CIP Program Partners with American Society of Industrial Security (ASIS)

Over the years, we have collaborated and worked with a number of public and private sector institutions to raise the awareness level on the value of community-wide public/private partnerships for crisis management. 

 

The CIP Program started in 1998 at Michigan State University with a grant from the U.S. Justice Department to research and identify best practices on the public sector and business community working together on how to prepare for, respond to, and recover quicker from the impact of man-made and natural disasters at a community, regional, or state-wide level.  In 2000, we published the Critical Incident Protocol – A Public and Private Partnership, a 42-page how-to-guide for agencies, businesses, and non-profit organizations on creating partnerships.  The publication provides guidance on critical incident management, joint exercising and training, working with the media, and more.  In 2002, MSU staff was approached by the federal government to develop a program where we would work directly with communities around the nation to facilitate partnerships.  Today, we have worked with 42 communities (cities, counties and regions) across the nation and looking to work with more.

Through the CIP Program, we also provide other services, including this newsletter and continue to work with other organizations.  One of our long-term partnerships is with the American Society for Industrial Security (ASIS), the largest organization for security professionals including more than 35,000 members worldwide.  ASIS membership works at the local, state, federal and international levels promoting joint collaboration with the first responder community. 

 

Michigan State University’s CIP Program was honored to be endorsed by Mr. Steve D. Chupa, CPP, 2007 President, ASIS international.  Mr. Chupa states in his letter to Mr. Robert Shea, Associate Deputy Administrator, FEMA that,

 

 “The CIP training program enhances the security and safety of our communities by bringing the stakeholders together to exchange information regarding the effectiveness of risk and threat assessment, levels of preparedness and response, and maximizes the sharing of available resources when responding to man-made or natural disasters, including terrorism and weapons of mass destruction.” (Chupa, Dec. 11, 2007).

 

The CIP staff thanks Mr. Chupa and ASIS International staff and membership for their leadership in making our nation safer.

 

Palm Beach County, Florida Public/Private Partnership

The CIP staff seeks partnership examples from across the nation to share with readers of this newsletter.  In discussions with members of the Palm Beach County Division of Emergency Management we discovered their leadership in partnering with the business community in a county of about 1.5 million people.  Among their programs is the Business Addressing Readiness & Recovery Program (BARR). BARR promotes awareness and offers guidance for business disaster planning, survival and recovery strategy development, and mitigation initiatives through presentations, workshops, plan reviews, site assessments, web services, and other means.

Producing Emergency Plans by FEMA

FEMA has recently released their Producing Emergency Plans – A Guide for All-Hazard Emergency Operations Planning for State, Territorial, Local, and Tribal Governments, Interim Version 1.0, as of July 11, 2008.  The Comprehensive Preparedness Guide (CPC) 101 provides information on the basic plan and supporting annexes of developing an emergency operations plan.  Further, it discusses which type of response information is needed, along with information on various federal programs, including the National Response Framework and others.  It also provides guidance on disaster intelligence, administration, finance, logistics, communications, purpose, and more.  Within the document is a sample hazard profile worksheet, sample department-to-ESF cross-reference matrix and other documents and forms.

 

This interim release of CPG-101 focuses on the response and recovery planning process. The Resilient Community – Fundamentals of Public-Private Partnerships

One resource for the public and private sectors is a 24-hour television channel dedicated to all aspects of homeland security.  The Homeland Security Television (HSTV) channel broadcasts on satellite and cable networks and offers an online television program that utilizes blogging and networking platforming.

 

On their website, which contains various videos that you may download, includes their recently released video, The Resilient Community.  This 14 minute video focuses on Arlington County, Virginia which has a strong public/private partnership program.  It also contains interviews with Marc Follmer, Deputy Assistant to the Governor, Virginia Office of Commonwealth Preparedness, Charlotte Franklin, Deputy Coordinator, Arlington County Office of Emergency Management, Kiersten Todt Coon, Principal, Good Harbor Consulting, and Dan Jenkins, Manager Corporate Security, Dominion Resources.  This is an opportunity to learn how other professionals work together.

Critical Employee Emergency Planning (CEEP) - DHS Funded

The Gulf States Regional Center for Public Safety Innovation (GSRCPI), Northwestern State University, Natchitoches, Louisiana is offering the Critical Employee Emergency Planning workshops across the nation. 

 

This one day train-the-trainer workshop is for “emergency responder, government and corporate employees who are required to remain on the job in disaster situations. The training program will guide agency policy, as well as family and personal preparations for evacuations, quarantines, and other scenarios. The goal of the program is to assure, through thoughtful planning and preparation, those we expect to serve and protect of their family’s safety. With the knowledge that families are equipped with the basics of food, clothing, and safe shelter, those who must remain on the job are able to work and serve more effectively (GSRCPI, 2008, para #2).”

2008 Natural Disaster Business Risk Survey

FM Global commissioned this study administered during May-June 2008 on the responses of 100 financial executives from U.S. and Canadian-based corporations with over $1 billion in annual revenue.  FM Global is one of the world’s largest business property insurers.

 

According to Ruud Bosman, executive vice president, FM Global, “The findings reveal a surprising and concerning gap between the levels of natural catastrophe exposure among North America’s largest companies and their level of preparedness.” (FM Global, 2008, para #4).  The study found a disconnect across three most common types of natural disasters: hurricanes, floods, and earthquakes.  Some of the findings indicated:

o       While 80% of companies were located in hurricane areas, nearly 50% reported they are not well-prepared.

o       While 90% of companies were located in flood area, nearly 60% reported they are not well-prepared.

o       While 80% of companies were located in earthquake areas, nearly 70% reported they are not well-prepared (FM Global, 2008, para #7).

The CIP Information Exchange website is a large database for public and private sector professionals interested in homeland security, emergency preparedness, business continuity, disaster recovery, and emergency management.  It also contains research publications, government documents, news items, and more.

 

To enter the CIP Information Exchange website, please go to https://angel.msu.edu and click on Angel Guest Account from the drop-down menu.  Click on proceed and in the next webpage box, enter “msu.msu@angel” and “partnership” (both without quotation marks) as the password. On the next page, click on Critical Incident Protocol (CIP) – Community Facilitation, which launches the main menu.
