CIP Update

This newsletter is for public agencies,
businesses, non-governmental organizations, and other stakeholders involved or
interested in public-private partnerships for joint emergency preparedness,
mitigation, response, and recovery.
Michigan State University (MSU) produces the newsletter through the Critical Incident Protocol (CIP)-Community Facilitation Program under a grant awarded by the Training & Exercise Integration Division, Federal Emergency Management Agency, U.S. Department of Homeland Security. This newsletter provides ideas, suggestions, best practices, and lessons learned to establish critical incident protocols using public-private partnerships.
Through the CIP Program, Michigan State University facilitates public-private partnerships for cities, counties, and regions across the nation. The CIP Program is free of charge to participating communities.

Participating Communities in the CIP
Program
The CIP Program has been initiated in 34
communities in 21 states with over 2,500 participants establishing
public-private partnerships for joint management of critical incidents.
We are looking to work with other cities, counties and regions. Is there a
location in the nation that you think may be interested in developing a
public-private partnership? If so, please let us know.

Welcome Mountain View, CA
On October 3, 2007, MSU initiated the CIP
Program in Mountain View, California with Google and
the City of Mountain View as the co-sponsors of the program. This
progressive, upscale city of 71,000 is located south of San Francisco and has a
number of strong partnerships in place; thus, the CIP Program served to enhance
and formalize these relationships.
Participants in the program included 37 representatives from various City of Mountain View departments, several Santa Clara County departments, the City of San Jose, Google Inc., NASA Ames Research Center, Community Association for Rehabilitation, Palo Alto American Red Cross, PAMF Camino Division, VeriSign Inc., City Team Ministries, Emergency Communications Leadership & Innovation Center (eCLIC), Gardner Family Health Network, American Century Investments, Stevenson House, MayView Community Health Center, and InnVision.

Additional Federal Funding
Awarded to the MSU CIP Program
The CIP Program, which is
administered by the School of Criminal Justice at Michigan State University is
grant funded by the Training and Exercise Integration, Federal Emergency
Management Agency, U.S. Department of Homeland Security. We are pleased
to announce that we recently received additional funding. We project the
program to continue for at least two more years. The CIP staff would like
to thank the federal government for its expressed commitment and you for your
continued support.
Critical Infrastructure
Resource Guide
The American Society for Industrial
Society (ASIS), the largest organization for security professionals worldwide,
recently released the Critical Infrastructure Resource Guide. This
document is an excellent, easy to use guide for public and private sector
members on resources for agriculture/food, banking/finance, chemical,
commercial facilities, dams, defense industrial, drinking water/water
treatment, emergency services, energy, government facilities, information
technology, national monuments/icons, nuclear, postal/shipping, public health,
telecommunications, transportation, and additional resources, including
universities, government organizations/publications, business/non-government
associations, and resource database (ASIS Critical Infrastructure Working
Group, 2007).
The guide contains information pertaining to the federal government’s 17 critical infrastructures/key assets and is available on the CIP Information Exchange website. To enter the website, please see the instructions listed below.
Federal Legislation on
Private Sector Preparedness and Certification
On August 03, 2007, President Bush
signed into law the “Implementing Recommendations of the 9/11 Commission Act of
2007” {H.R. 1 and Public Law 110-53}. Title XI – Private Sector
Preparedness stipulates that the federal government develop a program to
enhance private sector preparedness through the use of voluntary consensus
standards and certification procedures. In addition, the federal government
will provide guidance and best practices for hazard identification, risk
assessment, and mutual aid agreements. The law utilizes an all-hazards
approach.
Utah’s ‘Ready Your
Business’
The Private Sector &
Infrastructure Office, Division of Homeland Security, Utah Department of Public
Safety developed the ‘Ready Your Business’ Program, which includes workshops,
newsletters, and other resources to enhance the level of emergency preparedness
and disaster recovery for the private sector. This program has been
shared across the country and continues to assist other states, public sector
agencies, businesses, non-profit organizations, and associations. The
12-point Ready Your Business program includes the following components:

The CIP Partnership Model
– Six Steps to Creating a Public-Private Partnership
How does a city, county or region
bring together police, fire, EMS, health, emergency management, public
transportation, parks/recreation, public works, economic development, and other
public sector stakeholders, including local, state, federal and tribal to
partner with the private sector? From the private sector are businesses
and non-profits ranging from large to small businesses, colleges and schools,
airports, railroads, hospitals and health care, American Red Cross and similar
groups, Citizen Corps Councils, Chamber of Commerces and similar groups,
business associations, security associations, business continuity associations,
police or fire associations, and other stakeholders.
Michigan State University developed the CIP Program to create or enhance public-private partnerships for joint crisis management for communities across the nation. MSU uses the following six-step model:
MSU uses this partnership model to bring together a community’s diverse public and private sector membership to collaborate together on planning for, responding to, and recovering from man-made and natural hazards.

The CIP Information Exchange
website is a vast database for public and private sector professionals
interested in homeland security, emergency preparedness, business continuity,
disaster recovery, and emergency management. It also contains research
publications, government documents, news items, and more.
To enter the CIP Information Exchange website, please go to https://angel.msu.edu and enter “msu.msu@angel” in the User/NetID and “partnership” (both without quotation marks) as the password to log in. On the next page, please click on CIP, which launches the main menu.
