This newsletter is for cities, counties, and communities involved in public-private partnerships for joint emergency preparedness, planning, and prevention.
Michigan State University produces the newsletter through the Critical Incident Protocol (CIP)-Community Facilitation Program under a grant awarded by the Office of Grants & Training, Preparedness Directorate, U.S. Department of Homeland Security. This newsletter provides ideas, suggestions, best practices, and lessons learned to establish critical incident protocols using public-private partnerships.

Welcome Layton, Utah
Please welcome Layton, Utah, which is the 25th community participating in the CIP Program.
Layton has a population of 68,000, which is located north of Salt Lake City and was recently honored as a finalist in the National Civic League's 2006 All-America City Award competition (Community Newsletter, 2006). This progressive community, adjacent to the Wasatch Mountains, provides a foundation of citizen involvement, strong business growth, and a committed governmental philosophy of service.
The CIP Program was sponsored by the city of Layton and Layton Hills Mall (CBL & Associates Properties). Attending the workshop were various city of Layton and Davis County departments, Layton Hills Mall, Davis Chamber of Commerce, Qwest, Ed Kenley Ford, Davis Family Physicians, Davis Hospital & Medical Center, Davis Surgical Center, Kroger Layton Dairy (Smiths Food & Drug), Family Connection Center, Durk's Plumbing Supply, Davis School District, Davis Behavioral Health, Pet Smart, Washington Mutual Bank, Dan's Super Market, Citi Commerce Solutions, American Red Cross, May Trucking Company, Apple Village Assisted Living, Barnes Banking Company, and Sizzling Platter.
Helena, Montana - CIP Disaster Preparedness
In April 2006, Lewis & Clark County initiated the CIP Program, which turned out to be one of our largest workshops to date. Since then, the CIP Group has been recruiting new businesses and enhancing the emergency preparedness with the private sector. They are working closely with the Chamber of Commerce who recently sponsored a CIP Disaster Preparedness workshop for area businesses.
Across the nation we see the public sector partnering with the local Chamber of Commerce to sponsor emergency preparedness seminars and workshops. As an example, another partnership was initiated in Annapolis, Maryland by the Chesapeake Critical Incident Partnership (CCIP), where MSU started the program in November 2004. CCIP formalized their relationship with the Annapolis and Anne Arundel County Chamber of Commerce by forming a subcommittee of the Chamber and offering emergency preparedness information and resources.
A partnership between the Chamber of Commerce and your CIP Group can provide beneficial opportunities for both organizations to enhance the community's level of preparedness, response, and recovery.
Free School Transportation Security Awareness Program
The Transportation Security Administration, in conjunction with the National Association of State Directors of Pupil Transportation Services and the National School Transportation Association developed the School Transportation Security Awareness (STSA) program, which is free to any school division and school transportation organization. STSA provides security awareness information relating to terrorism, security threats, joint planning, and leadership, which consists of a 24-minute DVD and web-based, self-study modules offered in English and Spanish.

Michigan - Emergency Preparedness & Business Continuity Conference
Oakland University, Rochester, Michigan is hosting their third annual Emergency Preparedness & Business Continuity Conference on October 20, 2006 from 8am to 4:30pm. The sessions will consist of a business impact analysis and continuity planning, fire prevention and inspection for your business, cyber-security for financial institutions, and workplace violence. The opening session speaker is Richard Marshall, Esq., with the National Security Agency and the closing session speaker is Michael Brown, former Under Secretary, U.S. Department of Homeland Security.

Campus-CERT and Teen-CERT Programs
Through the U.S. Department of Homeland Security (DHS) the Citizens Corps offers various programs, including the Community Emergency Response Team (CERT). Communities who train volunteer citizens using the CERT model can enhance their ability to respond and recover from man-made and natural disasters. CERT members can assist others in their neighborhoods and the workplace to take a more active role in preparing their community. More communities have elected to provide CERT training to both citizens and individual organizations, such as large corporations who establish their own CERT teams. The CERT training consists of a 20-hour course in basic first aid, fire suppression, disaster preparedness, and search and rescue.
Two unique CERT programs target universities and colleges, and high school students.
Recently, Eastern Michigan University rolled out their national Teen CERT train-the-trainer course in Ypsilanti, Michigan. This DHS funded program is a national training initiative that prepares youth to help their schools, families, and individuals in the event of a disaster or critical incident. Instructors will receive a first-aid pack, manual, CD ROM with various forms, including pre-post examinations. Participating high schools will receive $200 for expenses, back packs for each student (up to 25), and student materials (Press Release, 2006). Michigan State University just conducted their pilot train-the-trainer Campus-CERT (C-CERT) Program in East Lansing, Michigan. This DHS funded program is available to universities and colleges across the nation. This three-day program includes instruction, handouts, instructor and participant manuals, equipment, and is supplemented with online courses and resources. It will be offered throughout the nation in fourteen regions.
C-CERT is available to campus police, public safety, fire service, EMS, emergency management, security officers, faculty or other personnel from any public or private college or university who may be called upon to recruit, train and lead campus CERT teams at their respective institutions, or who may teach CERT as a college course.
